Mifflin served in the Continental Army as Quartermaster General rising to the rank of Major General, was elected President of the Continental Congress in 1783, was a signer of the Constitution, was President of the Pennsylvania Supreme Executive Council from 1788 to 1790 and was the first Governor of Pennsylvania 1790 to 1799.
