Heavy polished cotton skirt/ petticoat with a flat seamed front and a full back, maybe for a bustle. It has several sewn down mini pleats and a double layer under the last ruffle. Closes in back with hooks and eyes. We do live in Amish country so this could be Amish, but it is definitelyantique, turn of the century.
