The item is incomplete … it is missing thePENN LINE “black box” controller for the air horn, and the large papercapacitor has been removed from inside the railcar. One of the eight laddershas been broken off, and another shows indications that a “glue repair” wasmade. New owner can attempt to complete the repairs of the unit … or simplyre-assemble it and operate it as is.
