This is a an old deep hand Pump Well (Manual pump) top spout. It measures 3\" on the bottom inside diameter. The bottom brass body section has a flaw at the top of a nut or connection point (see close-up pic). I am not sure what it is, doesn\'t really look like a crack. Other than that it is in good shape but has superficial surface corrosion.
