Executed on a large folded sheet of fine laid paper measuring approximately 12.75 by 17.25 inches, the document comprises four densely written framed legal panels across both sides, together with a separate registration and authentication section. The manuscript is written in a formal Ottoman-Egyptian administrative chancery hand, principally in black ink with selected operative passages emphasized in red. Multiple official seals and endorsements document the instruments passage through the Sultanate bureaucracy, while the concluding authentication bears the Sultans original manuscript signature and separate royal seal.
The legal text concerns property rights, possession, prior documentary authority, registration, and formal confirmation of title or entitlement. Its structure and vocabulary indicate that the property and associated rights were examined against existing records and earlier instruments before being formally recognized and entered through the competent governmental offices. The document is therefore more precisely identified as a royal property title-confirmation and registration instrument than as a conventional Ottoman firman or berat, and the surviving text does not require that the property represent an entirely new grant rather than confirmation or regularization of an existing right.
The instrument was issued during the brief and historically important reign of Sultan Hussein Kamel, who was installed as Sultan after Britain terminated Ottoman suzerainty over Egypt and declared a protectorate in December 1914. His reign coincided almost entirely with the First World War and a period of significant administrative and legal reorganization, while Egyptian ministries and courts continued to regulate land tenure, agricultural holdings, taxation, registration, and other property matters. The physical organization of the present document reflects that bureaucratic structure: the long framed panels preserve the substantive legal recitals, while the dedicated registration section contains summary entries, governmental validating seals, later endorsements, and finally the Sultans personal approval.

Rather than a decorative ceremonial decree, it is a substantive legal instrument showing the functioning of the Egyptian state in 1916 and culminating in the personal authentication of Sultan Hussein Kamel.
